Yes, it has, as it says in the magazine. The changes are there purely to handle the fact that all packages need to come from the DVD. If you want to do a network install, you can treat the DVD as a standard stage 1install disc and follow the Gentoo handbook.
Alternatively, you can do a network install, but add the

echo "local /mnt/cdrom/Distros/Gentoo/distfiles" >/mnt/gentoo/etc/portage/mirrors
stage for the magazine. This saves downloading packages when the version on the DVD is still the latest. no matter how fast your network connection, using the DVD as a mirror will be faster.
