More seriously, I think some blame needs to go to the standard itself. If you going to define something you consider to be "STANDARD", it should not be left open to interpretation or proprietary implementation.
The other half of the blame goes to Microsoft for deliberately mis-implementing the standard so that everyone else's browser appears "broken" (wink, wink, nudge, nidge.)
