I would expect a printer on eBay to need new cartridges, because that is probably the reason it is being sold. Yes I know new printers can cost little or no more than replacement cartridges (it costs me ~£100 to replace all mine), but new printers usually come with reduced capacity cartridges anyway. They are going to rip you off with that ink sale somehow.
While it might not be applicable to the HP 930c, many HP printers can be fooled by disconnecting their internal battery briefly or permanently. This makes them think it is 1980 or something, so the cartridge looks well in date. Thus I am still using cartridges that were supposed to be out of date three years ago.
