Now it is an offence NOT to register it.
This bunch of plonkers in power already have the details of my
vehicle but now with the change in the law this year I have to
register an already known vehicle at the DVLC that has not been
on any road let alone have an engine under the bonnet.

Put it another way, you have a vehicle that has no tax, insurance or MOT, but is still there, and all you have to do it let them know that it is not on the road.
