I am speechless.

Of course, maybe MacDonalds is the poshest restaurant in Wigan.

Maybe MacDonalds is the restaurant in Wigan and thus, by definition, the poshest (and the worst).

Exactly, pie shops, caravans with a plastic table and chairs outside, transport cafes and so on, I've no doubt are to be found, but they aren't restaurants. I think MacDonalds calls itself a fast food restaurant. Anyway, you can sit down inside without having to rub shoulders with HGV drivers, probably.

Software at least can be persuaded that there are 117 restaurants in Wigan: http://www.tripadvisor.co.uk/Restaurants-g190919-Wigan_Greater_Manchester_England.html

In Wigan, a pie shop is considered the finest of restaurants.

Well then, we have an answer, the proposal was made in a pie shop. But what sort of pie does one propose over?

I doubt that a proposal in a pie shop in Wigan is newsworthy, not even a wedding in a pie shop for that matter.
